Ensure education standards support competency-based education provision

 

The development of links between the labour market needs and the content of study programmes/curricula is a major feature of recent developments in education in many EU and other countries. This approach is closely linked to the development and introduction of a National Qualifications Framework (NQF) including the development of relevant standards, e.g. occupational standards, qualifications standards, learning standards, etc.

This Component is a logical continuation of the development process from Component 2, and will focus on the development of study programmes, learning outcome-based curricula and pedagogical and assessment guidance for IVET, College Education, Higher Education and adult learning.

Key deliverables include:

  • Guidance materials for developing study programmes from education standards prepared, curriculum developers from relevant national institutions and providers trained, alternative pathways and work-based learning integrated;
  • Study programmes, learning outcome based curricula and pedagogical and assessment guidance for IVET, College Education, Higher Education and adult learning for the above- mentioned 24 education standards (2.3) developed;
  • Teachers/trainers from selected education providers for approximately 12 study programmes covering VET, College, HE and adult learning trained;
  • 12 Study programmes tested and evaluated; guidance materials reviewed and improved accordingly.

The Activities to be undertaken are as follows.

Activity 3.1
Collect, analyse and review existing examples of learning outcome-based curricula for IVET, College Education, Higher Education and adult learning in the three priority sectors
 
Activity 3.2
Develop guidance materials describing the process and methodologies for designing study programmes from state educational standards, explain how alternative pathways and work-based learning can be integrated into curricula, and train curriculum developers from relevant national institutions accordingly
 
Activity 3.3
Develop study programmes, learning outcome based curricula and pedagogical and assessment guidance for the 24 education standards for IVET, College Education, Higher Education and adult learning
 
Activity 3.4
Select/adapt teaching materials for approximately 12 out of the 24 study programmes covering VET, Higher Education and adult learning
 
Activity 3.5
Select training providers and where relevant companies and teachers/trainers, and train them for implementing approximately 12 new programmes
 
Activity 3.6
Test approximately 12 study programmes, evaluate them, and review and improve guidance materials, according to the findings available during the implementation process
