Component 4

Improve access to lifelong learning through flexible provision, alternative pathways and validation of non-formal and informal learning

 

Under Component 4, are three groups of activities: one dealing with the validation of non-formal and informal learning, the second dealing with a study on the potential for more flexible lifelong learning (LLL) provision, including LLL guidance; and the third, concerned with testing of credit transfer from a Sub-Bachelor to a Bachelor programme.

Key deliverables include:

  • National stakeholders (decision makers, potential implementers) familiarised with European best practice in validation of non-formal and informal learning;
  • Concept paper for the validation of Non-Formal and Informal Learning developed in cooperation with Ministry of Education, the VET Agency, the Ministry of Labour and Social Policy and stakeholders from the world of work;
  • Guidelines for the validation of Non-Formal and Informal Learning developed and tested for two profiles using existing VET qualifications or qualification standards. Councellors, assessors and validators/QA experts for validation of non-formal/ informal learning (VNFIL) pilot trained;
  • Exploration study on the potential for more flexible lifelong provision and assessment in Azerbaijan with (1) review of existing examples in the country (2) scoping of potential initiatives that could be developed within priority sectors and (3) recommendations for the improving the flexibility of provision agreed focusing on regulatory and practical requirements;
  • Credit transfer from Sub-Bachelor to Bachelor programmes developed and tested.

The Activities to be undertaken are as follows.

Activity 4.1
Organise at least one study visit to EU Member States for the Beneficiary on the Validation of Non-Formal and Informal Learning (VNFIL)
 
Activity 4.2
Develop a concept paper for the validation of non-formal learning and organise a National Conference on VNFIL
 
Activity 4.3
Develop Guidelines for the validation of prior learning, train counsellors, assessors and validators/QA experts, and pilot VNFIL for two profiles using existing VET qualifications or qualification standards
 
Activity 4.4
Carry out a study on the potential for more flexible lifelong learning provision and its assessment in Azerbaijan; discuss the findings of the study in a workshop with relevant stakeholders and decision makers
 
Activity 4.5
Organise at least one study visit to EU Member States on lifelong learning guidance for national stakeholders (decision makers, potential implementers) to learn European best practice
 
Activity 4.6
Develop guidance for credit transfer, and formulate and agree recommendations with the Beneficiary; test credit transfer from Sub-Bachelor to Bachelor programmes, and develop a report on the credit transfer process
